Uttarakhand NEET UG 2026 Round 2 Counselling Rules

Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU), Dehradun has released detailed guidelines, rules, and conditions for the Round 2 of Uttarakhand NEET UG 2026 State Centralized Counselling. The notice, dated 07 September 2026, outlines eligibility criteria, the application process, seat upgradation rules, reservation norms, and admission procedures for the second round.

1. Eligibility to Participate in Round 2

Candidates eligible to apply/participate in Round 2 include:

  1. Candidates who did not register in Round 1 and wish to participate in Round 2 for seat allotment.
  2. Candidates registered in Round 1 who were not allotted any seat.
  3. Candidates who selected the FLOAT option in Round 1 and wish to participate in Round 2 for seat upgradation.
  4. Candidates who did not choose FLOAT/FREEZE within the stipulated time on their Round 1 allotted seat and wish to participate in Round 2 for seat allotment.

Not Eligible: Candidates who selected FREEZE in Round 1 and completed their admission process within the stipulated time are not eligible to participate in Round 2.

2. Application Process (Online Only)

  • Registration fee and security deposit must be paid only via online mode (Credit/Debit Card/Net Banking).
  • Candidates who paid both fees in Round 1 need only complete fresh choice filling – no repayment needed.
  • Candidates who paid only the registration fee must pay the security deposit and do fresh choice filling.
  • Candidates who paid neither fee must complete both payments, registration, and choice filling afresh.
  • Candidates wishing to change their quota (State Quota/All India-Open Quota) must apply afresh online, adjusting the security deposit as required.

3. Key Rules for Round 2

  • Choice Lock is mandatory – candidates must complete registration, choice filling, and Choice Submit within the stipulated time to be considered eligible for seat allotment.
  • Choices filled in Round 1 stand automatically cancelled.
  • Candidates must retain a printout of their filled application form for future reference.
  • Candidates with record discrepancies found during college-level verification in Round 1 can correct their records during Round 2.
  • Document upload: Mandatory for all (FREEZE or FLOAT) – but those who submitted in Round 1 need not resubmit.

4. Institution-wise Seat Matrix & Fee Details

  • The institution-wise seat matrix (State Quota & All India-Open Quota), as of 07-09-2026, is available on the university website and will be updated as seats are vacated.
  • Detailed fee structure for each participating institution is available on a separate website link.

5. Seat Upgradation Rules

  • FLOAT candidates from Round 1 are eligible for seat upgradation in Round 2 as per rules.
  • If upgradation does not occur, the previously floated seat remains secured, with upgradation rights carried to Round 3.
  • If upgradation does occur, the candidate loses rights to the previous seat, which is reallotted to the next eligible candidate.
  • Candidates allotted a seat in Round 2 who do not want further upgradation must physically report with original documents and will be treated as FREEZE candidates.

6. Seat Surrender Rules (Round 1)

  • FREEZE candidates wishing to surrender their Round 1 seat must do so by personally reporting at the institute by 05:00 PM, 09.09.2026.
  • FLOAT candidates may surrender by logging into their account by the same deadline.
  • After this deadline, no candidate will be permitted to surrender their seat.
  • Candidates who do not select FREEZE/FLOAT on their Round 2 allotted seat will have their security deposit forfeited as per Government of India/NMC/MCI norms.

7. Reservation Norms

  • Reservation benefits (vertical & horizontal) apply as per Uttarakhand’s prevailing policy on the date of counselling.
  • Category/sub-category benefits are available only to permanent residents of Uttarakhand, with valid certificates required.
  • OBC certificates must be valid for 3 years from the date of issue as per Government Order dated 21.02.2016.
  • DPW (Dependents of Persons in War) reservation is applicable only to dependents of ex-servicemen and martyrs — not to serving armed forces personnel or paramilitary dependents.
  • EWS reservation requires the latest certificate as per applicable government orders.
  • PwD candidates must obtain certification from the medical board nominated by the National Medical Commission.
  • Vacant seats in any reserved category will be converted and filled in Round 3.

8. Admission Process

  • Detailed information on completing admission for allotted seats will be uploaded separately after the Round 2 seat allotment list is released.
  • FREEZE candidates must physically report at the institution with original documents; failure to do so makes them ineligible for admission.
